Take the person for a meal and then to a homeless shelter
Find out if there are work programs or an agricultural commune the person and her dog would be accepted into
Make sure she and her dog have proper protective gear, clothes for the weather, and meals to eat
Give her some money, pet her dog, and then leave her be--she may have made this choice on purpose because of the weight of life.
